The undoing of Tanker drivers

Many have wondered what the word 'Black market' means and the source of oil they sell. It is not a gain saying that tanker drivers often stop at certain stipulated areas to supply fuel to these black marketers at a very cheap rate, there by reducing the quantity they deliver at their destinations.
There is a saying that leaders think of the next generation while politicians think of the next election; hence, a country where the lead are corrupt than the leaders; where the masses are yelling at the corrupt politicians even in their highly corrupt state, we need leaders and not politicians.
Both the illegal sellers and buyers of this product will still keep saying that leaders are corrupt... I wonder who is more corrupt.
